What's wrong with my rabbits fur?

My rabbit has lots of black dots in his fur I am very concerned as i don't want him to experience fur loss. I think he has either got lice or mites i'm not very sure because i haven't found any live insects yet. I always clean his hutch twice a week and he seems very healthy . please help!
