Does reporting someone for vulgarity, profanity or racism really do anything?

The only ones i notice gets nailed are the people trying to help. i found it best to ignore those that break the rules i am tired of wasting my own time reporting anyone because i have yet to see someone banned that deserves it and yes your right they just come right back because after all they are being disruptive and that's what fuels them. As far as the IP addresses if it breaks local laws then they go to that option but other than that I see no indication of them going that far.
