Was Admiral Smith sidelined because he was starting to pinpoint problems ?

Undoubtedly, look at the police force, the ones who dob others in when they find out that they are corrupt are called dogs, why would others do that unless they themselves are corrupt, after all isn't it the honestness that we crave not just in the police force but in government and the business sector, those who see the truth are maligned, is this fair, no :)
