Question Regarding special education student cles?

There are federal laws about students being in the "Least Restrictive Environment". (LRE) Students must be in the environment that meets their needs. Most, if not all, of the students in Self Contained Clrooms are seriously disabled. They can't function in any other environment. They will probably not be graduating with a regular diploma. They are in Self Contained clrooms because they cannot learn in any other environment. Students who are disabled enough to be in a SCC are not capable of learning in a regular science cl.
