Do government agencies really want to fix the problems they were created to fix?

If a government agency actually fixed the problem they were supposed to, wouldn't they become obsolete? Like if welfare got rid of poor people suddenly, we wouldn't need our welfare system any more and a bunch of bureaucrats that work for the welfare system would lose their jobs. So don't they have an economic incentive to see that the problem continues to exist?
