Are there any legalities in Alberta surrounding the gathering and use of sale-leads of people who have debt?

Are there any legalities in Alberta Canada surrounding the gathering and use of sale-leads of people who have debt? For example if you disclosed to the debtor that you would be ping their information onto a debt relief company and they provided their contact information then would there be anything illegal about that? It wouldn't' appear that there would be but I just want to make certain.
